Building a Sustainable Future: Circular Economy in Albanian Tourism

A Sector at a Turning Point

Albania is experiencing a remarkable tourism boom. In 2024, the country welcomed an estimated 11.7 million international visitors, a number nearly double its pre-pandemic figures . This surge has been a vital lifeline for the economy, contributing nearly 26% of the national GDP and generating billions in visitor spending . However, this rapid growth comes with significant challenges. The current model puts immense pressure on Albania’s pristine coastlines, natural resources, and local communities . This raises a critical question: how can Albania sustain this growth without sacrificing the very environment and cultural heritage that attract visitors in the first place?

The Solution: A Circular and Skilled Workforce

The answer lies in a fundamental shift towards a sustainable, circular economy, and it must start with education. To build a resilient tourism sector, Albania needs a workforce equipped with green skills to manage resources efficiently, reduce waste, and protect the environment. This is where Vocational Education and Training (VET) plays a pivotal role.

By integrating circular economy principles into VET curricula, Albania can ensure that students – the future professionals of the tourism industry – are prepared to implement sustainable practices from day one . This approach bridges the gap between traditional academic learning and the green skills demanded by the modern labour market . It fosters a mindset of resource efficiency and environmental stewardship, which is essential for aligning Albania’s economy with the Green Agenda for the Western Balkans and its path towards future EU integration .

A Year of Action: The Circular Tourism Albania Project

In 2026, the Circular Tourism Albania project has been at the forefront of this transformation, delivering concrete actions to empower VET institutions and tourism SMEs. The project’s mission is to strengthen capacities for adopting sustainable, circular economy practices, supporting a greener and more resilient tourism sector.

  1. Learning from European Best Practices

A crucial part of the project’s success has been learning from established models in other European countries. In the spring of 2026, two study visits provided Albanian educators and professionals with invaluable insights.

In Germany, partners explored the effectiveness of the country’s Dual System of vocational education and learned about local sourcing models at Hotel Luise in Nuremberg. The visit inspired Albanian educators to launch practical initiatives like “Sustainability Clubs,” school herb gardens, and waste-sorting pilots back in their own institutions .

In France, the focus was on metropolitan governance and circular operations, with partners studying cross-sector stakeholder networking models and waste-separation practices at hotels in Lille. Both visits successfully boosted participants’ confidence in professional English and provided actionable frameworks for education-business collaboration.

  1. Developing Practical Training for Educators

A major milestone in September 2026 was the completion of the first six blended training modules. Developed by project partners ITKAM, EURAKOM, and DomSpain, these modules cover practical topics such as Farm to Fork and Resource Efficiency among other topics . This training material will equip VET educators with the knowledge and tools they need to teach circular economy concepts, acting as direct multipliers of sustainable practices .

Looking Ahead: A More Resilient Albania

By upskilling educators and fostering collaboration between VET schools and businesses, the Circular Tourism Albania project is building the foundation for a more resilient and attractive Albanian tourism sector. These efforts are not just about environmental protection; they are about improving service quality, creating a competitive destination, and ensuring that the country’s tourism boom benefits its people and ecosystems for generations to come .
